Pc is only using memory and not cpu

Please Help
The only user programs running are google chrome w/ 4 tabs
& win i explorer with 4 tabs
virtual memory is user set to 12,000 mb. Is that not a good idea?

@ idle the cpu is at 1% and the memory is @ 29% & the GPU memory 160mb/1024mb gpu @ 27%. Earlier I was using photoshop cs6 64bit and trying to save a file a little bigger than 30,000 px and my memory was @ 99%. A window popped up to say can not save image as there is not enough memory available. How would one expect to fix these problems?

CPU usage is about right, if you are not doing anything then the cpu will be idle.
Your swap file is too small to do what you want to do, increase it.

Also, you can set the virtual memory to "system managed" and be just fine.

let windows manage the swap file. then it will "grow" as you need it instead of being "capped off", reduce the image resolution before saving and buy more RAM when you can.
