pc is slower than the specs

2 months that I bought my pc from italy, from the day i used it is slow, not what i expected from an i7 an gforce nividea 940mx, also it has 16 gb ram which is awfully big, but still my pc takes up to 15 min or even 20 min to boot, before I try to log in it doent respond for a short period of time such as 7 seconds or so. and when I am logged in and straight away I dubble click on chrome or any other app it takes about 2 to 3 minutes to start the application, its an acer company laptop and it is genneraly slow in things such as the animations when you minimize a window or when I press the start button
specs:
- intel core i7 7500U 2.7GHz with turbo boost up to 3.5GHz
- Nvidia geforce 940mx with 2gb dedicated VRAM
-16gb ddr4 memory
-1000gb HDD
