Question PC is suddenly running games slow

I'm having an issue with my PC. My games are running slower. Normally I can run games like Fallen Order at 2560x1440 at more or less 60FPS, but now it drops into the single digits. I have the latest Windows updates, latest NVIDIA graphics driver.
It only started doing this in the past couple weeks, since I last played. It's not a heat issue, as my CPU is liquid cooled, and it's only about 56-60c when it starts slowing down. My GPU has 100% utilization and is also normal temp.

Ryzen 7 3700x
GeForce GTX 1080ti
32GB RAM
Windows 10 Pro
Games and OS are both on separate SSDs
 
What might have changed since all was well?
You could consider resetting the pc back to a time when all was well.
I bought a game on Steam (Wartales), and tried to play it. That's the first game I saw having the frame issues. Since then, other games I tried to run have had similar problems.

I tried resetting it. Earliest reset point is the 11th of April. When I do that and it restarts after resetting, it bluescreens and says "critical process died."
 
Would simply un installing the game fix things?
I tried that. Still the same problems. I have my games and OS on separate drives.

I'm moving Fallen Order (the game I'm using to test this) onto my OS drive, and I'll run it then, to see if the problem persists and to eliminate the game SSD as an issue.
 
Just a few thoughts.

Your running the ram at low speed.
You have a lot of background stuff running.
Your way behind with the bios and possibly other drivers.
Is there a way to increase RAM speed beyond clearing background programs? There isn't really much on my PC aside from games, Steam, Discord.

Ram speed and background stuff are 2 different things.

Your ram is running at 2133 speed which is likely caused by have 2 different kits of ram installed.
You might get a perf bump by just using the corsair sticks fitted in the proper slots for dual channel and 3600 speed.

Background stuff is normally the things loading at startup.
Run ubm again the way I wrote but this time wait longer after the reboot.

I swapped the RAM, and added a new, stronger power supply. For a while, it seemed well... then I started getting more slowdown. Here's the results.
