Question PC is underperforming, please assist

CPU: intel i-79700f
GPU: rtx 2070 super
ive been only getting about 30-40 fps on games lately and noticed while turning or when in combat it stutters or lags the most

i did a bench mark test and it said my graphics score was 7091 and my cpu score was 1500 does that mean my cpu is the problem ?? PLZ HELP
