Question PC keeps freezing and or bluescreening when playing certain games

For the better part of 2 years I've been dealing with this problem of my pc freezing or blue screening. It started roughly 2 years ago where it would randomly freeze, blue screen, show artifacts or straight up turn off, it could happen at any time in any decently intensive game, most often when loading new areas or opening menus. I tried everything back then to fix it, exhausting every possible solution I could find on the internet. What made it stop was completely rebuilding my pc, with the exact same parts. And it was fine for about a year, but now after I recently got my new 9800X3D along with a new motherboard and ram, and reinstalled windows and updating bios, i started having 10-15 second freezes and occasional blue screens sometimes when alt-tabbing out of or into games.

However, last night when I was trying out Path of Exile 2, my pc would start once again blue screening, it has happened in the following ways:
  • Simply pressing play on steam
  • Pressing Log In in the menu of the game
  • When opening the map or other menus in the game
  • And of course while just playing.
I tried firmly reseating my graphics card and ram, which let me play for almost 2 hours before bluescreening again when opening the map. I then decided to do another fresh install of windows, making sure to disconnect my pc from the internet and manually install all drivers from USB to prevent windows from doing anything weird. I redownload the game, and as soon as i press "Log In" in the main menu, my pc doesn't bluescreen, but it locks up, looping the same 1 second of sound, and I can barely move my very laggy mouse around the screen. I pressed alt+f4 and the game closed after roughly a minute, but the pc was still unusable and I had to force a reboot by holding down the power button, which I did after it being in that state for almost 5 minutes.

I think it's pretty safe to say that it's my graphic card that's broken in some way, as i've replaced everything else in the PC and I'm really just asking here as a last effort to see if there is anything I can possibly do to fix it, or if I have to buy a new graphics card.

Specs, "previously" being parts I've had but replaced while the problem has persisted:
  • 9800X3D (previously 5900x)
  • Asus Strix B650E-F (previously Asus Strix x570-E Gaming)
  • G.Skill Neo 6000mhz (previously G.Skill Neo 3200mhz)
  • Samsung 990 PRO 2TB (previously Samsung 970 EVO 1TB)
  • RTX 3090
  • Corsair HX850i
 
What OS are you working with? Did you recreate your bootable installer to rule out a corruption within the installer?

Is this your PSU? If so, how old is the unit?

People who owned a RTX3090 were advised to pair said GPU with a 1.2KW unit.

and yes that is my psu. where do you find information saying 1200w? All i can find now when googling and read when getting it in 2020 was 750w-850w or 1000w if planning on overclocking.
