PC keeps lagging under minimum load (mouse moves around in a jumpy fashion, audio lags)

So, my specs are:
AMD Quadcore 4350 4.20 Ghz ---Processor
Asus M5A97 R2.0 ---Motherboard
Crucial Balistix Sport 2X4 ---RAM
Asus R9 270X Direct CUII Top ---Graphics Card
Areocool adv strike-x ---Case
Seagate 1tb ---Hard drive
Windows 8 ---Operating System
CoolerMaster 500w ---Power Supply

So as in the title, my pc keeps having laggy audio and a jumpy mouse when under a small load
(Chrome+Skype)

I ran a test by typing in the CMD : sfc / scannow

I dont know if its relevant but it said it cant fix some issues but it didnt tell me what the issues were, i have a log from the C:/windows/logs/CBS that the test told me to look at.
