Question PC keeps rebooting ?

16gb ddr3 ram
motherbord ramsta RS-A88MP
PSU ANTEC rated at 500 watt peak
using aftermarket cpu heatsink and those honeywell thermal pads
bios looks old.. cannot find newer drivers

just gave my pc life 10 minutes ago and cpu temp is at 45c

when i first got the pc i used the stock cpu cooker and it kpt rebooting at the slightest bit of load so i switched up to a slightly bigger cooler
but now i cannot play my favourite game.. fallout 4.. for more than 15 minutes... yes i have alot of storage connected to it.. im a download nut.. so.. umm 8-10 hdd or ssd
i wish i could see temps WHILE i play but i only have 1 monitor

the monitor is a 24@ chiworld lcd... it does occasionally go black and come back on

i do go nuts on master of orion but it doesnt crash on that... (i mean reboot) and yes the pc is set to high performance

i cannot install newer amd drivers, it says the legacy install needs windows 8 or something....
which software would you like me to run to show you all the details ????
 
I've got PCs with 10 hard disks too.

Two things:

Do you think the CPU is overheating?

Can you try a different PSU?
i cannot try a different psu sorry time delay... but the watt meter on my ups currently reads 210 watts and that includes the monitor and the 5 hdd to usb thing.. and still below the psu peak.. and besides.. its ANTEC not a crappy one...

sorry forgot to mention.. i am currently in the Philippines .. hence the need for a UPS... but it is a chungus... and cost me 200$+.. and its pure sine output.... cyberpower puesine.. i believe that is the model..

currently playing master of orion.. peaked at the temp in speedfan.. and cpu is at 60C... ithe cpu case is on its side.. open.. the only thing im concerned is that thet fan i aiming at the front portion of the case.. not the rear.. since that would blow all the heat in the rear.. towards me... but i do have a little usb fan on top of it... pulling air upwards... hopefully that helps....

if any of my description is confusing you... i could do a short video at your own risk, ive been told my Quebec accent has driven many people mad :)
 
oh and i will add 1 more thing. the pc came with a stock heatsink fan combo.. but pc was rebooting when i tried to play my favourite mmo.. eve online... .. so it is quite possibly a temp issue... .. and eve online thing prompted me to switch to the not stock heatsink and cooler thing and since i dont have thermal paste.. i used the honeywell pt somthing... thermal pads.... yes there was a sticker on 1 side of it.. but i took it off :)
 
If I remember correctly the thermal shut off point on your processor is 62c.
So your cooling needs to be improved.
Pads are not good for processors. . They do not transfer heat fast enough.
You might also point your fan blowing into case instead of out.
Being that close to the CPU fan will fight it for air flow.

okay.. get rid of the ptm 7950 for kryonaut.. and reverse the dinky usb fan to blow INTO the case... and i shouldnt reverse the actual HSF to point the hot air towards the vent in the rear ??? yes i realize how dirty that sounded
