[SOLVED] PC Keeps Restarting Before Windows 10

Hi Everyone

My windows 10 PC keeps restarting just before Win 10 starts loading. It lets me enter the bios and change all settings or load optimised setup but restarts immediately before Windows starts loading. I'm not able to boot into safe mode or try a recovery.

I have cleared cmos
I have removed all hard drives except my m.2 boot SSD
I only have 1 stick of ram in which has been reseated
I've removed and reseated my graphics card
My cooler appears to be tight against my cpu.

All I had tried to do was fit a new case fan in place of another with a different coloured led. Don't fix something that's not broken eh? Minutes prior it had been working fine.

Can anyone give me further advice as without stripping completely and rebuilding I'm not sure what it could be?

Reseated my m2 ssd no joy
Removed it and just had a hard drive no joy
refitted my cpu and cooler no joy
refitted my graphics card no joy
tried another graphics card no joy
now it's not even posting to bios

Now thinking to replace my power supply first

If that doesn't work should I try taking it all apart and refitting from my mobo upward?

If not looking like upgrade to new cpu mobo and memory gutter

Any advice please?
