Pc keeps restarting

I built a sister a new low budget pc and it seems like since we built it it has had this problem but it restarts every 1 to 10 minutes. I have reinstalled windows a few times to get it to work and wiped the drive completely each time. I have switched out the ram and tried to see if it was that but the problem persisted and I'm pretty much all out of ideas.
Specs
Nvidia GT 710
Amd fx 4350
Asrock mobo
1600 ballistix ram
400w psu
Toshiba 1tb hardrive

Check your CPU and GPU temperatures. If you're PC is plugged into a surge protector, try plugging it directly into the wall. If neither of these is the problem, then considering what you've already tried, I would say it's either the motherboard or CPU. Since CPU's rarely fail, I would start with replacing the motherboard. If you can, try your CPU in another PC to rule it out.
