Question PC Keeps shutting off after clean

I recently cleaned my PC, only took out the GPU and the CPU Cooler. Used a hoover and soft brush to brush off dust. When I put it back together i reapplied thermal paste, but it would power off within a second of powering on or not power on at all or shut off randomly. I tried getting a new PSU, and the same issue occurred.

Reseated every component, checked for any wear and tear and everything looks good. Reapplied thermal paste, and rechecked all connections.

Also completely reformatted all hard drives and ssd, and reinstalled Windows.

There was a time it would turn on after not using it for a while, I was able to use it for half a day, during this time i stress tested every component and everything turned out fine before it suddenly shut off again hours later and then would not turn back on at all. I then individually took out each PSU Connection, it turned out that it would only turn on when the CPU power was not connected.

At this point I have taken my PC apart and put back together multiple times. I don't get any EZ debug lights, but the system wont POST.

I also have gotten a new GPU, but same issue occurs.
