Question PC turn On and Off one second later

Uncle PC:

Core i3 7100
Kingston 8GB DDR4 2400
Asus H110M-E/M.2
WD Green SSD 120 GB (SATA)
WD 1TB HDD (SATA)
PSU: EVGA 500Watts model: 100-W1-0500 (One of those basic 80+ white)

Long story short: The PC was used for very basic browsing, office and autocad tasks. And it was used a few about 4 days a week. Been working fine for at least 6 years now give or take ( and if my memory does not lie to me).
One day last week and without any warning, he was trying to turn it On and it only flashes the power lights on the case and turns Off immediatly.
So he bring the PC home and after a quick check and a PSU swap the system was up and runnig again. The only strange thing is that when you turn it On the HDD goes on with a really high pitch wistle and then after 5 seconds it stop.
The PC seems to be working fine and Im right now backing up the hard drive info and thinking about replacing it with something else.

Any thoughts about what could have gone wrong with the PSU (knowing is not a great PSU but its not a piece of crap either) and if Im correct about replacing the HDD?

What did you swap the PSU out with?

Backing up data off of it is a good thing. Probable the old PSU might've caused some form of damage on the HDD but WD drive from that era(as the CPU) were plagued with reliability issues(at least for me or the drives I had access to). Out of curiosity, did you make sure Intel RST is installed on the platform?

Keep in mind PC parts we use here (Argentina) always come after several months since the international launch date.

- The PSU should be as old as 5/6 years top.

- Just a random X branding knowing working PSU I have for quick testing. Thinking about buying a decent low budget model for this PC, any usggestions?, I mean is there anything else, other than the budget (CX) corsair models ?

Yes, intel RST was installed when I did a re-install of the wholse system after a Malware/Virus not soo long ago, maybe a year or year an hald ago.

Besides this,

Are any of this PSU good?
- XPG Pylon 650w 80 Plus Bronze (part number: PYLON650B-BKCAR))
- Cooler Master V3 750W 80 Plus Bronze ( MPE-7501-ACAAW )
 
Both of those are lower quality units.
If not pushing a video card in the above system they will most likely last past their warranty.
But I would not run them with a mid range or higher video card.
They are OK office machine power supplies but not recommended for gaming rigs.

And no, this PC wont be used with any discrete GPU, at least not as long as my uncle use it.

Hes a very active 75 years old architect who doesn't like nor care about video games.

So only office, browsing and light project cad files.
