Whenever I open several programs/applications such as lets say a browser (i do have more than 10 tabs open however), maybe a game such as league of legends, my mouse lags extremely hard and my framerates also stutter. They should stay at a constant 144 fps.

My specs are:

i5-6500
msi rx 480 8gb
16 gb ram
250gb ssd, 1tb wd
hyper212 evo cpu fan
600 or 650w psu from evga
msi b150 pcmate mobo

updating drivers for my gpu only makes it worse ( a lot of the times it has at least )

ive had this problem for a long time and i have not yet found a fix

Use windows resource monitor to see if CPU or Memory are at 100% (they should not be with your config). You should not see paging. Goggle to find how to use "windows resource monitor"

Assume win10 and you are letting windows update keep your system current. If not say what OS.

Look what else is on USB on your system that might be on the same USB hub (e.g. plug in for bluetooth, wireless, etc.) REMOVE them if you don't need them or move them to the other side of the PC (e.g. use a port on the back vs front) or move them to USB3 vs. USB2. Other usb devices on the same USB hub (your PC has several usb hibs internal to it) can cause problems if they share poorly or are on dodgy drivers.

Look for Mouse Software (e.g. Logitech Gaming Software ) and REMOVE it. See if the problem goes away.

Okay so I did check a while ago to see if it was my cpu and it had said 100% the last time I checked it. I checked it just now using resource monitor as well as task manager and my cpu usage is jumping from 60 to 80 to 90 and back. It is mostly at 65% but my mouse isnt lagging that much. I checked task manager when my mouse was lagging and the cpu was at 100%. When I open chrome, my mouse and pc lags a lot and I assume it's because I have 50 tabs opened (5 browsers with at least 10 tabs each). When chrome opens for the first time with all those tabs, my cpu says it is at 100% and that's when everything is lagging, After a few seconds, when everything is settled, CPU usage goes down to 60% and mouse doesn't really lag. If, however, I do open a game, say overwatch or league, the game will experience FPS drops and my mouse will stutter very occasionally and it won't be very smooth.

I am not sure what you mean by all the USB stuff. I have a g502 mouse, hyperx headset and a keyboard connected to my motherboard (which is behind my pc) and a bluetooth dongle connected to the top of my case; I have a nzxt elite. When I went to control manager, I have several devices listed which include my monitor, the bluetooth speakers I have, the keyboard and mouse I use, the bluetooth dongle. I have some devices that are listed which are not plugged in; are you asking me to remove those from the list by clicking "remove device" within control panel?

Lastly, I do have logitech gaming software, but I assume you are wanting me to remove it if any of the other things above don't resolve the problem.

USB stuff can interfere with each other. Mouse comes in thru USB. If (for example) a bluetooth headset hit an error because it lost signal for a second and hogged the HSB interface that would cause other USB devices attched to the same hub to stutter.

Are you opening 50 tab simultaneously? Like when you start chrome do you have multiple home pages open? If so you are likely just at CPU limit so things will lag as windows uses CPU and shuffles things around in memory. If you gradually accumulate pages then look for things like flash that are known to occasionally make chrome goto 100% and hang for a while.

Do stuff in whatever order you like. It would not hurt to delete the logitech stuff and see if the problem goes away. Its easy to install. If you have a bunch of custom profiles you use then be much more cautious about uninstalling it. I put stuff down in the order I'd try it, but it's not a perfect order.

When I open chrome, I've set it so that it opens my previous session. I have many important tabs that I do not want to close and therefore I have it this way. So yes, when I open chrome I open the 50 tabs simultaneously. Though even after everything settles down and CPU comes back down to 60%, I receive mild stutters in game. Should I check if my CPU is at 100% while playing (while chrome is opened)?

Also, I now understand why I need to remove them but I am still confused on how to or how to check whether or not the device is on the same hub or whatever you said. From what I understand, the USB port is different from a USB hub. I went to device manager and under the Universal Serial Bus Controllers, I found some things under there. When I checked the properties for each of the devices, the location had something like "port_#. hub_#" and so as expected, the ports were different numbers but all the hubs were at #0001. Is this what you were talking about? One of the devices say "USB Root Hub (USB 3.0)" and its location is "on Intel(R) USB 3.0 eXtensible Host Controller - 1.0 (Microsoft)". What should I do from here?

No trouble at all. And you went to exactly the right place to check which hub your devices are on -- device manager. I'd rule out interference with other USB devices by putting your mouse in the USB3 port, and putting everything else in USB2 ports -- they will definitely be different. Then I'd put things back where you want them and forget about USB interference.

Running windows resource monitor in the background while you game, and then using the windows key to get to desktop while gaming after a stutter will let you look at the CPU graph and tell you if you are hitting 100% CPU. A simpler way to tell is to shut down chrome before playing an see if the problem goes away. If you have many pages open where each page might be getting updates, pulling flash videos, etc. that would easily cause stutter problems running in the background while you game.

UPDATE:

I am using firefox and I do not have chrome open. I have less than 15 tabs open and I have blizzard's battle.net launcher opened (not any game), speedtest by ookla app opened, as well as resource monitor. Everything is kind of laggy and my mouse lag/stutter is noticeable. I checked resource monitor and CPU usage is bouncing between 75 and 85% whereas memory is always at 80% or above (it mostly states 83% physical memory used and to be more specific, about 2.8 gbs are available).

Does this specify where the problem originates from? I recently updated my GPU using radeon installer just as a side note. The stutter is very mild but it exists and it is really annoying. After every second I glide my cursor around, it just skips a little (laggy effect). I wanted to further describe the issue so you are 100% sure on what I'm mentioning and I don't want you to think that it is like stuttering every single millisecond. On the other hand, that is the case when I open chrome for the first 10 seconds and then is where the lag really is but on any other situation, it skips after like a brief second, maybe 2. That and PC lag is also associated with this though it is less noticeable than the cursor lag (again, way more noticeable when chrome opens for both PC lag and cursor lag) and of course noticeable when gaming as it skips kinda like the mouse lag. I still have yet to check while I am gaming but I do know that whenever I have this mouse lag and I play league or overwatch, the games' framerates are not constant and especially in overwatch, the lag is much more noticeable as it is more skippy.

I also noticed that whenever I open new websites, everything is quite slow (including loading the website as well the lag that is especially horrid when opening). This is also the case when opening new applications whether it be a game, a browser, windows store, settings etc. As of writing this and as of experiencing the lag that is now after every .5 seconds, my physical memory has increased to above 90% (93% is where it is at mostly as of now). My mouse lag is significantly worse as I mentioned above that it occurs after every half a second and opening anything is quite slow or a little bit slower and more laggier.

I checked resource monitor right as the lag was worsening to its highest points and indeed the cpu usage showed 95% and eventually 100% and higher (according to resource monitor which shows the max as 103%). I only have firefox opened with 20 tabs and resource monitor.

My internet connection I think is fine though it also does have problems frequently. I have a range extender I plug into my PC via ethernet as it does not have a wifi card and almost every time I open my pc from sleep, the connection (download speed) reduces by 2/3 and I have to reboot the extender to fix it. Overwatch is unplayable as the lag and ping is too much and with league, its bearable but ping is not constant and frequently goes really high. I know this might not relate but just putting it out there. The CPU usage being really high as well as physical memory is something I am noticing right now as everything is quite laggy.

In windows resource monitor, in the MEMORY tab can you give your memory usage as shown broken down into "hw reservered" "in use" "modifed" "standby" "free". Then post your typical "hard faults" rate from the window above. I think this will rule out your running out of memory.

From the data you've given you are running out of CPU. The delay you are seeing is coming from running the CPU with the 4 cores all at high utilization.

I restarted my pc because it got pretty bad and now it is not lagging though I am sure it will sometime soon. Do you want me to still post everything despite it not lagging or should I post all the details while it starts to lag (it meaning PC/Mouse)?

Glad restarting it fixes things.

If the problem comes back go ahead and post memory usage. If you problem does not come back... excellent.

Restarting is quite temporary as I restart my pc pretty often and after a while it will start lagging. It has not started to lag so that is good though when it does i'll let you know. I am happy that I know where this problem comes from because for a while I've been wanting to RMA my graphics card thinking I did something wrong with it and therefore this problem exists.

It won't be too long until my PC starts lagging but anyways, thanks for the help!

I'll let you know when the problem recurs. :)

Hello again! I almost forgot about this thread but I just wanted to let you know. So this problem pretty much exists every time I open something up even after shutting down my computer and opening it back up. This is pretty much the only time where the lag really is however I do not know why it exists as it didn't occur for the first 3 months (maybe a little longer) from when I built this PC.

Yeah sorry for all that. I'm just in a situation where I am thinking of RMA'ing my graphics card but I really do not want to do that. You really think I should reinstall my OS, taking into consideration of what tsnor has said above? I am no expert so if you can explain to me why that would be a good idea, I would really appreciate it!

Also, I am unsure of if I really do need to RMA my graphics card. Near its first days, it was pretty good. Somewhere along the lines of me updating a driver is where stuff went wrong. I really hope it's not the graphics card's fault...
