pc lag problem on boot up

hello there i have been having this problem for a while now:

when i turn on my pc it powers up and i log in to my windows 7 account
then i am brought to my desktop home and then i would be waiting 20sec to 1min for my pc to load
then a problem i dunno if it is a glitch or lag but my mouse stops moving/responding and i cant type or do anything and i am left with my only option to restart the pc

after the pc is restarted it works fine with no lag issues does anyone know of this problem and does anyone know a solution

i tested the ram recently but my ram is ok

it could be the operating system/software

or it could be a faulty gpu or cpu or possibly motherboard or hard drive
CAN ANYONE HELP TELL ME WHATS WRONG AND WHAT COMPONENTS MAY NEED TO BE REPLACED!

my specs are as follows:

intel i3-4130 cpu

8gb corsair vengeance RAM

asus b85m-g motherboard

xfx radeon hd 7790 graphics card

seagate barracuda hard drive 16mb cache 7200rpm

cooler master k280 case

750w corsair cx builder series psu 80plus bronze

dvd rw drive

windows 7 home premium 64bit

I see no known problem parts, so I am guessing software issue. Before blaming parts maybe make sure all drivers are up to date then windows re install if drivers did not help.
