Question Pc lagging issue!

Hello everyone!
So my PC a couple of days ago started to lag out of nowhere. I thought i had a virus so a took a new ssd and reinstalled windows 10 for a clean system i thought this would make the trick but no, it still lagging i was able to run unreal engine 4 with no lag or delay and out of the blue I can't watch a freaking movie on Netflix!
Anyone have a proposal what might be the problem. I tested all the hardware cpu is ok gpu is fine ram is ok PSU it's ok all the cables are in position!

check system temps with hwinfo i think your CPU may be throttling. what are your temps during idle and under load

netflix? Are you sure there isn't something wrong with your ISP? Like maybe you're over your data cap and they've dropped you down to super-slow speed?

You were right my CPU temps is of the roof! why thought my cooling system works properly
but the temps are over 80! How i fix the throttling?

you need to:
blow the dust out of your case
replace your thermal paster and reinstall your CPU cooler

I did it already still my temps are skyrocketing!
I think i need to try another CPU cooler to see if this one is the prroblem or replace my CPU if not!
