Question PC laggy while performance is good

For some reason my PC is working laggy. When I click sometimes it takes a while before it even clicks for example. My performance looks like this when it is happening:

What else can I check for this problem?

If your hard disks are set to sleep. They can spin down when you aren't doing anything which requires hard disk access. Unfortunately, when you do need the hard disks again. Even if it is a drive you aren't using. You have to wait for all disks to spin back up. Try changing your hard disk sleep settings to never (0). In the advanced options. On a desktop there isn't much reason to have the hard drives sleep when the computer isn't in sleep mode. Even on a laptop the power savings are minor.
