PC Loud Noise when Turning off

So lately I have just started noticing that on my newer PC Build when it turns off the screen will turn off but the fans will run loud or it seems to be the fans and I am not sure which one's it doesn't seem the CPU fan is spinning any faster than normal so could it be the GPU fans? It does this for a few minutes I would say then turns off, but it does go quite loud.

My specs:

AMD FX 8320E
Radeon RX 460 Graphics
8GB Memory
500 GB Hard Drive
Windows 10
MSI 970 gaming motherboard

Odd. Any way to narrow down which one it is? Latest bios installed?

Well I am pretty sure the BIOS are up to date, because it just started doing this recently.. I have heard someone say you may need to update your graphics card but I think mine is up to date and will check, I will try to film it and maybe post that or see exactly where its coming from if possible. Anyone else know what it could be?
