Hi, I just bought a new prebuilt pc, and I am not sure if this is also related to this problem but I will include it. After getting this PC like 2 days after power went out in one of my phases of house, we have like 3 seperate phases where current goes. And the current was going off in the section where like power outlets are for my PC, and that happened a few times, and after I removed my old second monitor because I assumed it might be because of it because it was acting weird(not working some times which never happened before)after that I think it happened a few more times then stopped.
But now while using PC normally like hovering on the youtube clips it starts making high pitched noise like weeee-weeee and random bits of like ratling but noot that harsh like frrr I tried to record it but my mic can't pick up the noise from the fan spinning and as I said it is not that loud, but loud enough to make me worried and annoyed. I tried plugging electronics out and into new slots like keyboard mousse and stuff and it fixes nothing, I also plugged my PC into a different power outlet but the problem stands. I never had this problem before, my last PC was weaker but ran on 550W I think and this one has 720W but I don't think that causes a problem either.

GPU:Amd xfx rx 6600
CPU:Intel I5-11400f
Motherboard:Asus Prime B550M
RAM:Kingston fury 8gb ddr4 2x
