Question PC Microstuttering even on idle, every 0.5seconds at a constant rate

Whilst playing league of legends i noticed a sudden microstutter that never went away, doesnt matter if im playing a game or on idle, all programs closed, it still microstutters every 0.5seconds, i did the latencymon thing and it looked fine, considering just getting a new pc since i cant find a solution

CPU: AMD FX-6300 Six-Core Processor 3.50 GHz
PSU: 530W Xilence PSU
RAM: 16gb ddr3
SSD: Samsung evo 500gb (of the top of my head)
HDD: 1tb (dont know what type or brand tbh)
Motherboard: Gigabyte GA-970A-DS3P
