Pc not booting after installing new graphics card

I bought new graphics card and power supply and after installing graphic card and connecting all the pin i tried to boot but the system is not booting

I have
Intel 61ww motherboard
I3 2120 processor
8 gb ram
Corsair vs 550w psu
Msi amd rx 470 x4 4gb graphic card

I can not see any booting screen its total black .i checked the hard disk indicator light when the power supply for gpu is connected pc is not booting.
When the power supply is not connected to the gpu then the pc is booting
Please help me out im stuck

Both gpu and psu is new

And i have never updated my bios...
 
I have never used a gpu before this is my first one.
And now i have updated to lates bios which is 120 for my mobo. After the update it is showing no signal found when i connected to my graphic card and the display is black when connected to on board vga cable
 


You don't use the motherboard connection when the card is in the system. Connect the monitor to the video card.
