Question Pc not booting after processor change

Hi guys,

I am non techie, would need expert advice and help.

I have Dell optiplex 9010 SFF with i7-3770
I changed the processor to i5 -3470 and it stopped booting. When i try to start amer light flashes once with small sound and then it shuts off, after few seconds it happens same.
I tried cleaning ram also but still the same.

I checked the psu diagnostic with button on back, i can green light on pressing the button

put the old cpu back. see if that still boot

I have put the old cpu back, now i can see amber light blinking as 2 and 1 with fan running at high speed but nothing on screen.

Is there cmos jumper in 051fj8 dell 9010 sff motherboard?
