Question Pc not booting and cpu voltage error

So I have a asus b550-f gaming WiFi with a r5 5600x and a 3060ti on a gen 3 riser, I took the gpu out to clean and when I put it back in It booted to the bios with a voltage error no problem I try to get to windows vga light pops up and a second after the boot light pops on so both are on at the same time, if I restart it boots to bios, but I cannot seem to boot to windows

try re-setting your CMOS. You can do this by popping out the little coin sized battery on the motherboard, waiting a minute, then putting it back in.

I have already done this sadly the same thing keeps occouring

Yep I can get into the bios so everything is solid and plugged in I just can’t get to windows and my cpu has a voltage error

CPU voltage error... Are you sure you plugged in all 3 power cables into your motherboard? The 24 pin, and the 2x 4/6/8 pins? (CPU voltage would be one of the 4/6/8 pin connectors).

If so, and still having an issue, if your power supply has modular power slots, try swapping the slot on the PSU for your CPU voltage cables. You can also run a volt meter on the CPU power cables to determine what voltage they are getting, and if that may be prompting the voltage error.

Yep their all plugged in I haven’t messed with them at all and there was no voltage error before I took the gpu out to clean it

Your Bios should be able to tell you what your CPU voltage is set at, take a look at that, and check it against recommended / default voltage for your cpu. Your Bios wouldn't say CPU voltage error if there wasn't an issue there.

It is saying the core voltage is at 3.392 v and the base should be 1.375, but I don’t think it is correct because I was able to get into windows with an old 1060 and hwinfo said it was at 1.29

I’m aware like I said it isn’t supposed to be there and something is obviously wrong the bios is at default and I’m just confused because I didn’t touch anything with the mobo

Took some time and tested some of my parts the gpu is fried, I’m guessing the mobo overvolted the gpu and cpu
