Pc not booting and flashing white screen on startup

I changed the vram on all drives to be 12gb, reset pc and now when I'm supposed to get sign in I get a flashing white screen (white and black over and over) with tearing between them.
Motherboard: B250m d3h from gigabyte
G4560
3 days old 1060 3GB from MSI
600w bronze 80+ evga psu

I also did a Cmos reset.
Windows 10.

I also ran it on safe mode, same results
And tried with different monitors/cables/outputs

Gpu isn't an issude, tried 2 graphic cards amd integrated, same stuff, I'm thinking a virus on the HDD, it has been freezing lately...

Somehow the boot priorities swapped my drives and I wasn't booting from my windows drive, somehow it detected a bootmgr.exe and managed to use the windows logo without any data on the deive. Still white screen
