Question Pc not booting into windows or bios

My pc stopped working a week ago and I tried everything such as reseating ram, taking cmos battery out, put new thermal paste on cpu and gpu.

When i boot my pc on, the fans spin and the fans spin really fast and then it slows and it just repeats that. It also does not boot at all not even bios.

Could it be my power supply?

[SOLVED] - I cheaped out.

I have a confession. I went cheap with this PSU. It was $57, I haven't installed it yet. Can I get someone to confirm it might brick the whole system or crash at high usage? please.

unless you have spare that you can test on. yes, to start, get a better psu
