PC not booting or POSTing?

My PC will not POST, or boot, although all of my fans spin, motherboard lights turn on, and everything whirs and sounds like it's powered.

I removed the processor, no pins have been bent, however there is minimal thermal paste on there, as a lot of it came off on the packaging.

Should I get more? Is that why my PC isn't booting? Also, the processor, and heatsink do not look fried, although the thermal paste was dry and causing the two things to stick together.

In this case You should try the following.

1st, remove everything, and reconnect CPU, get only one RAM module, and try to boot up with graphics card only. Don't forget about CPU rail, and motherboard main rail, and VGA rail.

2nd, put out Your motherboard out of Your case, and try to boot it up in the same configuration as step one. If it doesn't work, something's dead Jim :/
 
I ran into this recently.

Use 1 stick of memory and try it in each of your 4 dimms. Check if it boots when using any of the four dimms or using more than one (such as dimm b1/b2).

Let me know and we will go from there.
