PC Not Booting Up After CPU Upgrade

I upgraded (changed) the CPU to a different one (from a amd atlon 3200+ to a amd sempron) (socket 462) but now the pc powers up and HD spins but the loading light stays on. It doesn't even boot up to the bios.

if you want to install cpu that you have , you will need differebnt mb, but if you channge mb , your OS might not work anymore.(50-50 chance)

You can try updating bios, and try again, but don,t think bios from hp will be any help.
