Pc not booting up

I'm having trouble having the computer boot up, I replaced the motherboard because I originally thought that was the problem, had the psu tested and it spun, tried shorting the power_sw pins and nothing. The motherboard lights up RGB but other than that, nothing moves. I have a GTX 970, FX-8350, asus 970 pro and a CX 750w psu tried placing the ram in different places and trying it without ram also same with GPU

I've already went through that for the most part and nothing, not sure if there's something I missed or did wrong but I can't find the solution in that thread
