Question PC not booting

Hi, so I was building my pic today and transferred my i7-7700 to my new pc, when I turned it on after installing my CPI cooler the pc immediately turned off, after taking out the CPU the pc started again. I then put the CPU in without closing the latch and the pc started. Anyone know how else to troubleshoot?

I’m using and until 17-7700, coolermaster hyper 212 then black cpu cooler, Asu’s prime z390-a motherboard
