PC not detecting GPU

Have all brand new PC parts except the gpu but when I plug it in and turn it on the fan gets loud and it's working its just it doesn't show up in the device manager or when HDMI is plugged it won't show on screen any and all help is appreciated

If you have integrated graphics, test the display on that, if it works your card is dead. If not then potentially a motherboard failure in the PCI slots, put the card in another PCI-E slot and test that, If it still doesn't work then you have a dead motherboard or card, but if it does work then it's just that particular PCI-E slot that is dead.

I think it's the card I didn't pay for it so I don't mind I'm buying a Rx 480 on Friday now and if that doesn't work I guess it's the PCIE thanks for the help!
