PC not performing how it should for my specs.

When I go onto different websites to see what my performance should be on certain games they all say I have recommended to optimal specs for the game, for example metro last light Im within the recommended specs ....even higher than that to be honest but when I go into the game and put it max I get 9.5 fps and even if I lower the setting I still get around 10-12 fps with v sync off. this is the same for a number of games not as bad but there not performing as well as they should.... my pc specs are.

R9 290 tri x edition
8gb of ram
AMD FX 8350 8 core at 4.00GHz
im not sure what its called but the latest sabre-toothe mother bored
and all my temps are good...I would be very thankful if someone could help

yes the GPU and the CPU were ..... and no I haven't installed any programs like that

Install maybe Sapphire trixx and check whether the previous owner down clocked the card. Also has it always been this speed?

okay, and I have msi afterburner and the clock speed is how it should be....and as far as I can remember yes it has

does the card run hot? i.e is it being maxed out when games are being run? also what power supply are you using? have you connected both connectors?

Hey I had similar issues with metro last light and the issue was that physx is turned on by default in game. Turn physx off in the settings and see how it goes.
