PC not posting

Hi guys, yesterday I have build a PC for the first time. I alredy had a PC, but I didnt biuld it myself completely. I've connected everything, but It won't show anything on screen, and the motherboard displays q code 99. I don't know what's the cause of this problem, because I disconnected literally everything, except for the CPU power, mobo power. For a moment, I even disconected my cpu cooler, but nothing has changed. I tried to move my ram to different slot, swap them with each other, use just one, but with no effect. I also did a usb bios flashback, with the 2001 and 2202 version, again with no effect. I checked the cpu socket for any bend or damaged pins, but everything looked allright. I don't have any other cables than the psu one conneced to my PC. I also tried it with and without the gpu. I found a small scratch on my mobo, it's only visible from certain angles and I can barely feel it with my finger nail, can this be the source of the problem?

Disconnect and unplug all the HDD and RAM. Clear the COMS by the jumper. Boot the pc with cpu+ cooler, or other air cooler if you have.
1) If the PC will not boot at all, the problem may be from the MB.
2) If the PC can boot then add the hardware one by one back.
 
I know this sounds stupid, but the diplay port cable was a tight fit into my monitor, so it wasn't plugged all the way :ouch:. PC is running normally now, as it probably was all the time :lol:.
