PC not powering up, CPU fans spin without 4pin connected.

Hello community,

So after a day or two trying to figure this out i have come to the community that i think i can get the answer from.
So after building my new PC i powered it up and all seemed fine after about 5 minutes PC shuts off and fails to reboot, i tried looking around PC making sure all connections were correct and they were (Not my first PC build). So after scratching my head i went to the breadboard technique.

So with the motherboard on the box it came in and with ONLY the CPU and HSU plugged in i also plugged in CPU fan and the plugged in the 24 pin connecter for the power. I cross bridge the POWER SW pins and voila cpu fans spin up,but stop as i dont have the 4 pin cpu power connected, so i switch off power and connect it....switch PC back on and go to power up and nothing at all.

I have tested another PSU and get same result.
Ramm, GFX card, HDD and SSDs work in my other build.

I was thinking this is a motherboard issue but i am unsure, if it was a CPU issue i could try the CPU in my other build BUT its a £2500 build and dont want to break anything on that.

I will do that, Its the CPU i am wanting to know about. Will the CPU damage my working system if i try it to see if it is infact the CPU that is causing the no post.
 


Also the PC has booted once for 5 mins i got to the BIOS and then it stopped would i get that far with the issue you have suggested?
 


Ok so i put in my working CPU and tried and still nothing, am i safe to assume now that it is indeed the motherboard that is faulty?
 


I have ram unplugged while testing to see if pc turns on but i will still test it
