Pc not restarting correctly

So last night I built a new rig for my work. I'm running into a weird issue which I think is motherboard related.
Specs,
Windows 7 pro
Asus z170m plus nobody
Intel i7 6700
8g ddr4 ram (crucial brand)
Standard 450 watt power supply (antec)

The first time I booted up the machine it said windows failed to load because of a missing kernel. I swapped the installation discs and was able to get windows installed but now whenever the pc restarts it shuts down but never turns back on. The fans still run but the screen is black with no signal

Then I have to power off the machine and restart it. A screen from American megatrends says that overclocking has failed. So I have to go to bios and boot from there. Then all is well.

What is causing the machine to boot incorrectly? I'm thinking a bios update might fix it? Any answers and suggestion are appreciated!

Hi,

I think the first problem (windows missing kernel) might be because your hard drive is going bad or maybe the fact that the computer doesn't shut down properly.
If you can boot in windows, install hard disk sentinel trial to monitor the hard drive. If it is failing you might want to replace it ASAP.

The fact that the computer turns on but won't post is most likely a psu / ram / motherboard issue.
This is causing the "overclocking has failed" error message.

To test ram download memtest86
You might want to test a known power supply to rule out this part as a problem.
For the motherboard it is a bit harder to test.

Was the computer fine and started to act up recently ?
I don't recommend doing a BIOS update if the computer was...

Solution
Actually all of this happened the first time the build was ever turned on. It was built last night. I had an extra stick of ram laying around and had the same issue so I think I can rule out ram.

Also I'm using a Samsung evo 500g ssd. Seemed weird that an ssd would BE DOA. But I'll check anyway. Now I will say the psu is a real cheap, basic psu. It's as simple as they come.
