Question Pc not restarting

I’ve been having this problem for a bit now, whenever I restart my pc it will restart and fans will start spinning again like it’s booting up but I won’t get any response from keyboard mouse and monitor, or any peripheral at that just my pc. Not sure if this is included with the problem but sometimes when I shut it down and turn it back on so I can actually boot it shows me a black screen saying something like I’ve posted to safe mode click f1 to continue and it takes me to bios and I can boot regular after bios.

Specs
Ryzen 7 5800x3d
Rx 6700xt ( have spare rx580 that I tried as well to fix the problem still nothing)
Asus TUF b550 plus WiFi ii
T force Vulcan 32gb 3600mz
Nzxt c750 (bought this around a 2 months ago to try and fix this problem thinking it was power related)

Is your motherboard BIOS up to date?

When you built this rig, did you perform a fresh install of Windows? Or, did you "recycle" an install from a previous build?

Yes I updated bios, and I am on a fresh install I’ve recently tried w11 and w10 to try and fix it still nothing.

Has this always been an issue with this build?

If so, I wonder if you may have an extra mounting point/standoff under the motherboard itself or something protruding into one of the ports on the back of the system (like the little grounding fingers many ATX I/O panels use).

A short can be caused by these things and may lead to similar symptoms.

No it started not to long ago it has not always been a problem
