Question pc not turning off

My apologies if this is in the wrong place.

Upgraded PC yesterday to
Asrock B550 Phantom Gaming 4/ac motherboard
Ryzen 5 3600
Corsair 550 W Power supply
Corsair DDR4 Ram ( 2 x 8gb) 3200mhz

Old GTX 960 GPU (to be upgraded soon)
Original HD
Original SSD

New Version of Windows 10Pro

PC runs fine until I shut down. Windows will shut down and the fans will max out and there are 2 motherboard lights my son tells me the CPU and DRAM Only way to turn PC off is to pull the plug. I have tried shutting down via command prompt and also holding the off button until windows shuts down - the fans still go off! We have tried

Have looked through windows to ensure fast start up is off and checked the power settings for buttons, sleep and hibernation, all ok. The Bios is up to date and tried removing the battery for 10 mins to see if that sorted it. We changed the Power supply which made no difference and tried RAM in different slots.

Corsair is the brand while 550W is the wattage. You forgot to mention the model/series from which the PSU is from so we can understand it's quality.

A lot of people say new version for the OS or that they're up to date with the OS. We're currently on version 2004 for Windows 10.

What did you upgrade from? Did you reinstall the OS after you migrated to the new platform?

The psu is a Corsair TX550M semi modular atx. Windows 10 pro version 1909, this is a new licence for the new platform.

Previous platform was AsusH81 M plus with a i5 4460 processor. PSU Corsair VS450.
