I had recently had my pc shipped overseas (which I regularly use) and tried turning it on. Which the fans and key board turned on but it didn’t boot up. I’ve tried different hdmi cords and tested them on different devices and the tv recognizes the hdmi cord getting plugged in/out. The power button won’t turn the power off either.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time. You state shipping it overseas, where were you located initially and where did you relocate to?

A good starting point would be to inspect all components and if they need a reseating. Following that, check all connection to your devices and from your PSU and if they're fully seated.

It's possible that shock and vibration sustained in transit may have shaken the GPU card out of its socket or the heat sink has fallen off the CPU.

Power supply leads or SATA data cables may have become disconnected.

As @Lutfij says, check all the mechanical components and leads to see if they're secure.

If you're really unlucky, the GPU card may have damaged the PCIe slot, or the CPU cooler may have broken off the board.
