Question PC not turning on

I'm having a problem with turning on my PC. When I woke up today the power went out for about 10 minutes and then came back on. I went to school and back and my PC just refuses to turn on. I opened the case, reseated every component (except the HDD and the mobo) and tried turning it on again and still the same result. I cleaned out all the dust, reapplied thermal paste on CPU and I just don't know what to do at this point. My PC is really old so that kind of explains the problems I am having right now, but what can I do? I just did something with the front panel cables and now the power supply fan turns on only while I am holding/pressing the power button. A green LED is shining on the mobo too, right next to my GPU. . I think it's a faulty mobo or PSU, but I'm just not sure.

Motherboard: Asus M2N CM DVI
GPU: Gigabyte GT 210
CPU: AMD Athlon 64 X2 5000+
RAM: 4GB
 
Your rig is from 2008 ?

I'll say there is something inside that has gone bad simply by old age. WHat excactly happens when you try to powe on? Any soud at all? DOes any disk or fan start to rotate?

Try to unplug the wall socket to the computer, then press the power button (yes, no kidding), then plug the wall adapter back in and press power button again.
Does it act any different ?

The only fan that starts to rotate is the one inside the PSU, it makes some sound, but it rotates a lot slower than before the computer was actually working. Some LED lights work on the front panel too.

Just to be sure about the series of events:
  • Was the computer powered on and functioning normally last night?
  • This morning the power in your house went out while the PC was on, now the PC won't power on at all, even though the power is back (while this is just a rewording of your issue, I want to be positive that the power in your apartment/home went out completely, not just a loss of power in one room/outlet)?
  • Is the tower plugged into a surge protector along with other items (monitors, router, modem)? Any other items plugged into the surge protector exhibiting any unusual behavior?
  • If the tower was plugged directly into the wall outlet during the power outage, that would also be helpful info.

I'm really sorry if my English isn't really understandable. Yes, the computer was normally functioning last night, but my PC is having these problems for actually quite a while (about 2 months), but it wasn't as deadly as this one. When these problems occured last time (about 2 weeks ago) I had to press the button around 10 times to actually start it up(i didnt think that anything was wrong). No, the PC wasn't on (i dont really know if the power outage is affecting any of the problems, i just wanted to mention it). No, we don't have a surge protector (its not really popular around my area), I only have a extension cord, and lastly no, Only the extension cord is connected into a outlet. Everything else connected in the extension cord works perfectly, except the PC.
