Pc Not Working Properly

My pc was very good at first when i got it cause it always stayed at 60 fps bit then i put my driver in and did some stuff now my pc runs like garbage i have to run CSGO all low setting and get 30-40 fps and i cant get it back working properly. so i tried to factory reset and when it reached 31% it said "there is a problem no changes were made" and now im stuck woth 30-40 garbage pc.. can anyone help me fast?
