PC not working

Hi, recently bought the parts for a new PC :

ASUS - H81M PLUS Micro ATX LGA 1150 Motherboard

Intel - Core i5-4460 3.2GHz Quad-Core Processor

Patriot - Viper 3 8GB (2 x 4GB) DDR3-1600 Memory

Fractal Design - Core 2300 ATX Mid Tower Case

EVGA - 500W 80+ Certified ATX Power Supply

Asus - DRW-24D5MT DVD/CD Writer

WD 1 TB Desktop Hard Drive - Blue

And the graphics card was from my cousin, i believe it is GTX 1050 however I'm not sure.

When i put it together and plugged it in and turned it on, the LED's on the motherboard and graphics card light up but no fans start. The processor one sometimes jumps abit but then stops. Please help me.
 


What is the BIOS? sorry first time building a PC.
 

The UEFI BIOS is responsible for the POST and is the very first software to run when a computer is started. It instructs the computer on how to perform a number of basic functions such as booting and keyboard control. It also identifies and configures the hardware in a computer such as the hard drive, CPU, memory, etc. Press Delete as the computer boots to get into the UEFI BIOS.

You should also update your BIOS and all the drivers on your motherboard.


 


I'm not sure if that is the problem because the PC doesn't even start/boot up. i plugged it into a monitor from the graphics card using VGA but it didn't detect a connection
