Question PC is not working ?

Hi guys I built a PC one week ago.
My RX 6650 XT only starts if I switch the 6+2 pin connector on the PCIe cable; otherwise, the PC stays off and the GPU briefly flashes red. The 6+2 Cable has 2 of the connector .
Everything else in the PC is working when i turn it on, it's only the GPU that's not turning on.

PC Specs
Motherboard: Asus B650 Plus
CPU: AMD Ryzen 7500F
GPU: RX 6650 XT
PSU: be quiet! Pure Power 11 600W

The 6+2 Cable has 2 of the connector .
Might want to pass on images of what you're seeing if you're unsure of how they're connected.

Be Quiet! is the brand of the unit, while Pure Pore 11 is the series of the unit. What is the wattage and it's age?

Gpu: rx 6650 xt
Amd ryzen 7500f
Asus b650 plus mainboard

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I don't understand this sentence. What are you switching? Are you talking about the two 8-pin connectors on the same PCIe cable? And what do you mean by "switching"?
Yes there Are two 8 Pin connector on the same cable. Im putting one of them out Everytime and putting the other one in the gpu
