[SOLVED] PC only starts properly under very specific circumstances ?

I've been having this problem for a few weeks now and countless hours of googling has not yielded any results so now I'm trying this forum as a last ditch effort before I send the entire PC off to a repair shop.

The issue is that the PC only starts under very specific circumstances that I discovered by chance when I was having issues starting it. It does not matter if the PC has been turned off or running before, it doesn't matter how long it has been turned off or temp or anything like that. The only thing that will make it start properly is if the power has been entirely disconnected for 10 minutes, then everything works perfectly. If I don't leave it without power (cable removed) for 10 minutes it will just start, the graphics card will light up, the fans will start and then it shuts off after 20 seconds or so. no output is ever sent to the monitors.

TLDR: PC only starts when it's been disconnected from all power sources for 10 minutes.
