So I have a dilemma. First off, here's my specs.
CPU
CPU
Intel - Core i5-4690K 3.5GHz Quad-Core Processor

Cpu Cooler
Corsair - H100i v2 70.7 CFM Liquid CPU Cooler

Motherboard
MSI - Z97-Gaming 3 ATX LGA1150 Motherboard

Memory

Hard Drives
Samsung - 850 EVO-Series 500GB 2.5" Solid State Drive
Western Digital - Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive

Now, onto the dilemma. I want to get into streaming, and my pc has been struggling as I try to stream. I have tried changing up my settings according to several people, but to no avail. I assume that having 8 gigabytes of RAM is causing performance issues, as it is not sufficient (hitting 100% constantly), but my gpu also seems to hit 100% as well. Anyways. What I'm wondering is, should I just buy a 4790k and extra ram? Or, should I get a new coffee lake i7 8700k along with new mobo and memory? OR, third option, should I go with a ryzen am4 system? I will be streaming, but I also want the highest framerates possible at 1080p, and I hope to make use of the 144hz monitor. Thank you for reading, you can probably tell how ADD I am by how I ramble in this passage.
 
Solution
With not only gaming in mind e.g. streaming:
Cheapest solution (most effective to cost) for 1080 144hz: I7 4790k+8GB more DDR3 RAM+ at least GTX1070 but might not deliver that 144fps you want on some proc heavy new AAA games.
Better solution but cost a lot more (not effective to cost): I7 8700k or R7 1700+16GB DDR4 RAM+ new mobo+at least GTX1070 (note: I7 8700k will give better fps for gaming, R7 1700 is the better bang for buck)

fps-wise (game dependent):
I7 4790k < R7 1700 < I7 8700k

For both..keep the rest of the components not mentioned

bang for bucks: R7 1700
fps: I7 8700k
