I am doing my first PC build. I wanted a good computer that is good enough to run most games at 60+ FPS and is pretty cheap aswell. I am going for around $1000 maybe even less. Don't need that cooler. Stock is fine. PSU is not a very good quality unit. That 1060 is way overpriced. This gets you closer to that $1k mark, without sacrificing performance.
