Question PC performance

anyone know possibilities for my fps being stuck at like 20 fps in videogames? i also notice things being a little choppy in yt videos but that part may be placebo everything is plugged in how it should be, and it only started yesterday, i haven't been able to figure out what's going on it basically feels like im looking at stop motion

Are you connecting monitor to GPU or motherboard?

my hdmi is plugged into the gpu
specs: ryzen 5 7600 cpu, asrock 6950xt, corsair ddr5 32gb i think thats 4000 ish mhz, liquid cooled w nzxt kraken 280 elite (which has some problems im getting fixed), a 1tb ssd i don't remember the brand, windows 10 pro OS, not sure about what the psu is but im pretty sure its around 800w gold, monitor is asus rog xg248q 240hz
