Question PC Performing below expectations (33rd percentile) pls help

So my pc is performing below expectations with my cpu performing way below expectations(1st percentile). Should i just buy a new cpu or is there a way to fix it?
Specs:
CPU: AMD Ryzen 5 2600 six-core
Motherboard: ASUS ex-a320m-gaming
Ram: 20GB
SSD/HDD: SSD WD Blue 500GB, HDD Toshiba 1TB
GPU: PNY GeForce RTX 3060 8GB
PSU: ST60F - ES230 (600W and its brand new)
OS: windows 10
Monitor: AOC 24B1H 23.6" 16:9 LCD Monitor

mixing ram.
cpu not working in turbo. check cpu temp?

Do you have a CPU attached? CPU is throttling hard!

Remove the 4gb RAM stick. Install the two 8gb sticks in slots a2-b2.

Enable XMP/D.O.C.P in BIOS.

Reduce background CPU use.

thanks yall it was the CPU temp. When I checked it it was at 85 °C and I fixed it wia replacing the thermal paste.
Also, I am aware of the throttle and mixed RAM I just cant afford new components rn. Thanks again.
