Question PC power button keeps flashing on and off after booting, stops flashing after restart. PC boots and works without issues in either case.

Hi, after I start my PC, the power button light keeps flashing on and off, but the PC boots and functions without any issues.
But if I restart, the flashing will stop and the light will remain solid (on).
In either case the PC works without any issues.

Specs:
Windows 11 23H2
13th Gen Intel Core i7-13700K
64GB Ram 5600MHz
ASUS PRIME z790-P WIFI Motherboard
ASUS ROG Loki SFX-L 1000W PSU
Geforce RTX 2080
ASUS ThunderboltEX 4

All components are 1 year and 4 months old, except the GPU which is older.
I have updated everything I can trough Windows Update, ASUS Armoury Crate, and GPU drivers.

I did not have that issue previously and is something that ocurred at some point in the last half year. I have all peripherals and 2 monitors connected trough a docking station, which is then connected to the ASUS Thunderbolt card. I have tried booting without having the docking station connected but the same issue occurs. I think this is somehow related to the installation of the ThunderboltEX card and the docking station but I can't figure out why.

I think the clue to figuring out what is happening is the difference between a normal boot and a restart, since a restart will always fix it, but I don't understand how.

Any help appriciated!

What BIOS version are you on for your motherboard? If the issue cropped up around the time of an update for your OS, then it's possible that a driver is probably the root cause of the issue. What is the make and model of the case?

Try the steps outlined on this article from Asus;

I think this is somehow related to the installation of the ThunderboltEX card and the docking station but I can't figure out why.
Considering you have all ports necessary for your peripherals off the motherboard and GPU end, try and work without the Thunderbolt card and dock, to see if the issue is reciprocated.

Speaking of docks, got a link to said dock?

The case is: Corsair 5000D AIRFLOW Midi-Tower

the newest one is 1810, maybe I need to update it?

I have tried opening the case and making sure everything is seated properly and there is no dust.
I have tried booting without the dock connected and it doesn't seem to help, although I have not tried booting without the thunderbolt card (seated in a GPU slot), I can try that but i'm dependant on the card for the dock to work.
