My PC is stuck in a restarting loop and I am pretty sure my PSU is dead, I tried taking out the battery.

I am using a 650W PSU and found a cheap replacemenet of a 550W PSU.

How do i check how much watt does my computer takes so i can see if the 550W psu is enough?

(its a 4.5 years old PC, new things I replaced/added : 1. new MOBO ( about 4-5 months ago, other burned out because of a fault on my end ) new RAM ( a year ago or so ) SSD replacing the HDD ( about a year ago too ), so nothing new really has been added lately, and i never overclock my PC.

this is my pc :

i5 2500 3.3ghz
8gb vengance RAM
gtx 560 Ti ( 960 will replace it soon )
650W PSU

its a bit expensive since I am not 100% sure its the PSU that died, it might be something else but everything leads to the PSU but I am just unsure.

The Hardware Secrets review should tell you just about all you need to know about a Huntkey Green Power PSU.

"If you follow closely our power supply reviews you know that all power supplies from Huntkey Green Star series explode if you try to pull its labeled power (we tested the 350 W, 400 W, 450 W and 550 W models – all exploded, see the reviews to watch the videos from them exploding). Today we tested another model from this same brand: V-Power 550 W. Is it a good power supply or will it have the same fate as its sisters?

"1. After posting the Green Star 450 W review they offered us money to take the review down (this is documented here). We don’t need to say more.

"Huntkey V-Power 550 W is a Green Star 550 W with a different label and a slightly different cable configuration. And that’s it. This explains why V-Power 550 W and Green Star 550 W have the same model number (LW-6550SG).
Like all members from Green Star family, V-Power 550 W burns if you try to pull its labeled power continuously at a room temperature around 45° C.
It was really ridiculous to see Huntkey saying to us that V-Power 550 W and Green Star 550 W were different products.
If you are looking for a true 550 W power supply don’t buy this product. Take a look at the power supplies we already tested and that got an award seal for choosing a good product that won’t explode or damage your equipment.

In other words, a complete junk power supply. At $0 it would be horribly overpriced.

The power supply is the most important part of your rig. It's the very heart of the computer and having a quality power supply that provides clean power should always be your first priority. To keep buying crappy power supplies is the equivalent of getting a face lift when you're in dire need of cardiac bypass surgery.

Tom's keeps a curated list of quality power supplies to prevent builders from destroying their computers.
