System specs
Cpu: Ryzen 7 3700x
Gpu: Rtx 3070
Mobo: Gigabyte B550 Aorus Pro AC
Ram: Corsair Vengence 16Gb 3600mHz
Psu: EVGA 750GQ

I decided to update my BIOS to the most recent version and after that I tried to get more performance by running PBO and Ryzen Master auto OC. I got around 4.3clock speed and max around like 48degrees. Then I set these values manually in the BIOS and after I exit the BIOS my PC didn't post anything but the VGA LED was on so I just tried restarting the power. Same thing happened but this time the CPU LED was on instead.

So then I tried powering it off again but this time the power button wouldn’t shut off the pc. When I was able to turn it off by flipping the surge protector switch. I tried every way of troubleshooting I could. Clear CMOS, taking out the battery, booting with 1 ram stick, etc. and to my luck nothing works and still no post, CPU red led, and power switch not turning pc off but does turn pc on. Is it doomed?

Did you go back and undo any OCing you did in the BIOS to see if it recovers? If it does, it's likely you set something too high.
