PC Powers on after shutdown

I've just assembled a pc consisting in the following parts:
I7 4790K
8gb ram (had them)
ASUS H81-Plus
Asus r9 270x (had it for 1 year already)
Corsair CX 600M (had it for 1 year already)

When i turn off the pc in windows, the pc shuts down, then starts after 3 seconds.

Hi,
I occasionally have this issue as well, and turning off the computer using command prompt has always work for me.

Open the command prompt (if you don't know how to does this press windows key + R and type in cmd then hit enter), and type in shutdown -s and hit enter, this should shutdown your computer, if this doesn't work then try holding down the power button until the computer turns of, then start it up again and see if the issue is till present.
