Question PC problem

Hello. I'm sorry if I post this on wrong thread but I got to start somewhere. Ok here it goes. Yesterday morning I think I got severe malware issues. However my PC got shut down. I restarted it via hard shutdown by pushing power button down til it shut down fully. Power it back up. What I got is that I'm stuck on "blue welcome screen" but not my login screen. Still sitting there like forever. The weird thing is there's no turn off button on the screen. So I'm stuck. I have tried YouTube and everything to figure out how to get pass that BS welcome screen. Cursor doesn't work. My keyboard doesn't work. But! I am able to get in my bios. Cursor and keyboard works. So I decided to reinstall through it by using instant flash via USB stick. It works just like 5 seconds then it said file not detected. Idk what else to do. My mobo is Asrock. UEFI B660M-C 2.02. I looked up on Asrock official website and I think it is Phantom gaming motherboard. I don't see any update of a new version. Idk what to do. I just bought it like almost a year ago. Is my SSD bricked? Should I go any buy new one? I really don't want to. I mean it booted up just fine but just stuck on welcome screen but just can't go pass further to login in. Windows 11. BTW I burned Bootable Iso image on USB stick using Rufus. I wish I can show you pics but idk how or this forum doesn't allow it? Thanks in advance.

I'm sorry I'm not tech savvy but I'm trying my best. Asrock motherboard. Gigabyte GeForce RTX. 1 TB SSD. I don't see any PSU in it. That's weird. It's from Ibuypower which I bought from Best Buy for 1.3k.

Oh yeah forgot to add it's Intel core i5 if that helps any.

Really? Can you at least please tell me why I should replace psu? I just don't get it. It powers up fine. Just that I can't get to login screen. It's just stuck on blue welcome screen.

ibuypower often uses sub-standard PSUs in their systems.

Verification of what you actually have would help with this. You have a PSU inside the case. It has a label on the side of it. We need that make/model info.
