PC Randomly Restarts

Hello, recently my PC has started turning off and then turning back on without the windows restart screen, like if the power was cut. This happens occasionally, it's never happened when I'm playing a game, just light tasks like web browsing. My temps are fine ~30 idle and ~60 load for my GPU and CPU. How would I go about fixing this? I'm quite worried. I haven't dusted out my PC in a while if that could be it. It is quite dusty, the problem is, I don't have an air can, I'll probably buy one off of Amazon.
I've tried doing a memory diagnostic check and windows said my ram was fine, when I tested my 24pin on my PSU every light went on except for the -5V light on my PSU tester.

I'm having a similar problem, my computer would go off and turn right back on, and sometimes it will just shut down.

I fixed this by changing my maximum performance to 99% (This works only once I start up windows, Bios likely might still look bad, but temps and cpu frequency should be lower), i currently am trying to find a better way to disable turbo boost for cpu which i think is causing heat problems.

I am thinking about re-applying thermal paste to my cpu. The CPU fan could be another possible issue and same with regular fans for air flow.

3| Have you made sure your motherboard BIOS is up to date?

4| Are you connected to the internet via a wireless adapter or the Ethernet port?
 
Dust collects static electricity and can short across pins if it is heavy enough to cover both pins at the same time. Clean the machine first and thenn get back to us. There's no point in chasing a problem that can be corrected by regular preventive maintenance.
